Description

A staff at Turnbull National Wildlife Refuge is standing under a cover, with shovel in hand, mixing cement. The cement was going to be used for creating a foundation for a new sign shop at Turnbull, which wood framing can be seen behind the man mixing cement. Two of the refuge's cars are in view in the photo. The one to the left is a 1951 Willys-Overland 1-ton pickup.
