In the upper left corner of the photo a man can be seen working on a cattle guard at Turnbull National Wildlife Refuge, 1952. The cattle guard was built along the main headquarters road, between grazing unit number 9 and the County road. In annual report from Turnbull that year, one can read that the cattle guard consisted of 60 pounds scrap rail placed on a concrete foundation to accommodate continuous heavy traffic. What's seen in the photo is the wood frame in place before the concrete was poured.
