This letter from Women's Flying Training Program (WFTP) Director Jacqueline Cochran indicates that Millie (Berglund) Shinn cannot be accepted into the program due to her employment at the Civil Aeronautics Administration (CAA). The WFTP was established in September 1942. The Women Airforce Service Program (WASP) formed through a merger of the WFTP and the Women's Auxiliary Ferrying Squadron (WAFS).
